I think that exporting eps is a very important feature, as it is the
default format in latex, but... I don't know exactly the rules to
choose "recommends" or "requieres"

Comment:
the fig2dev binary is provided by the transfig package which is already
recommended by the xfig package.

I don't use xfig enough to decide if the transfig package should be a
dependancy and not a recommandation but the same request has been asked
on the Debian BTS.

This was marked "WONTFIX" in Debian with this comment:

"As written in the bug reports I still think that "Recommends:
transfig" is enough, because xfig also runs without this program
(there are other programs that can work with FIG format, too, so xfig
doesn't depend on transfig)."

As Debian said, xfig runs fine without it. Thus, Recommends is the right
place to be. As apt-get, aptitude and co. all install Recommends by
default, I'm rejecting this.
